I firmly believe that Donald Trump doesn't want to be President.

I don't think he actually believed he'd win the nomination for the Republican ticket and he's doing everything he can think of to throw the election.

The electoral college matches it against census statistics (population) versus how many votes were actually cast.

Yes they keep track of the voter turnout as a percentage of registered voters.
