Apparently it also has English language files, so the game expanding upon Russia probably isn't out of the question.

As much as I absolutely hate Halo 4's hud, the graphics look great.  I was expecting really shitty/dated graphics since online type games tend to struggle with things like that.

My guess that this is some sort of experiment to see how well a Halo title does on PC. I just wish it wasn't a f2p game.

I hear you. Most free-to-play games are lame, pressuring users to buy micro-transactions to enjoy anything. Paying money upfront for a fully functional, decent game just doesn't seem to be good enough. One can only hope this game doesn't go the way of those crappy pay-to-win games.
